Fraud and Identity Theft Charges Against Oakville Man

A 53-year-old Oakville man, Rafael Layton, has been charged with multiple counts of fraud and identity theft by Halton Regional Police. Layton allegedly targeted new Canadians in an employment scam, posing as an executive with Toyota Motor Company and convincing victims to provide sensitive personal documents and information.

Investigation Details

  • The investigation began in April after reports emerged of a person targeting recent immigrants.
  • Many victims were Uber or Lyft drivers unfamiliar with employment standards in Canada.
  • Layton posed as a Toyota executive, offering employment and persuading victims to share sensitive information, including:
    • Passports
    • Social insurance numbers
    • Banking information
    • Government ID

Allegations Against Layton

Police allege that Layton used the obtained information to:

  • Purchase mobile phones and motor vehicles
  • Obtain a residential lease using a false identity

Three victims have been identified during the investigation.

Arrest and Charges

On Wednesday morning at approximately 10 AM, officers arrested Layton without incident at his residence on Trafalgar Road East in Oakville. He was taken into custody by Halton Regional Police Service’s Uniform Branch members.

Layton faces numerous charges, including:

  • Fraud Over $5000 (x2)
  • Identity Fraud (x3)
  • False Pretences (x2)
  • Fail To Comply With Release Order

He is scheduled to appear before the Justice of the Peace Court in Milton to face these allegations.
